I am also a steam user that was unable to play the game due to crashing to the desktop. I tried all the fixes on this forum and nothing seemed to fix the issue at all. Frustrated I borrowed the files from my friend who got it through a different medium. I found through looking at the files that the Steam version PortRoyale3.exe was larger than his version. I tried copying the file from his version straight into my steam folder and started using the play button in steam.
Amazingly the game seems to be working perfect now and even updates correctly. Whatever the issue is is located directly in the Steam version of the .exe it seems. Just thought I'd share what my dabbling brought about.
Does anyone have a working .exe they can upload somewhere?

.exe file, simply replace your .exe with this one in your local folder and the game will launch
