Invasion

I am attempting to invade an enemy planet and have just been sitting in the system for over 20 turns. There is a bar under the planet that has changed to my color, however the planet itself remains out of my control. I am wondering if I am doing something wrong, if I am needing a specific research to finish capturing the planet, or if perhaps the computer continuously sending one pathetic ship to the system each turn is keeping me from capturing the system. If that is the case, I do not believe that a severely weaker enemy fleet should be able to prevent capture of a planet when you obliterate said fleet as soon as it appears. Thanks for replies!

If there is a enemy ship in the same system as the one your taking over. It will prevent you from capturing it. Because it stops the planet bombing and goes to ship to ship combat (What I think anyways)

Just kill the enemy and hope he does not send more ships.
