Empty Moons

I have performed surveys and most of the time the moon is empty - i.e. no temple present.

What is not clear to me is if the system build items (there are at least 2) that effect surveyed moons will enhance empty moons or just moons with temples.

Anyone know?

The improvements should effect the moon regardless if there is a temple there or not as the requirement stated is merely that the moon be surveyed. However there does seem to be a bug with the improvement that claims to add +1 population slot to a surveyed moon. In my game it didn't add any pop slot to the moons at all.

Well the tech says it adds +1 to planet and +1 to moon but it only adds +1 to planet.

It means it adds +1 to all planets and +2 (total) to ones with a moon. I assume.
