Although my benchmark reads 170fps and fraps reads a solid 60 when in game, it does not feel like 60. It feels more like 30 ish frames per second, it just doesn't have the smoothness that SSF4 has. I have felt the game pick up every once in a while though, even if it was just for a couple seconds. Has anyone else been noticing anything similar?

there is a manual fix that works
go to my documents\CAPCOM\SFTK open up config.ini file and change
FrameRate=VARIABLE into FrameRate=FIXED worked for me!

Didn't work for me. I have GeForce GTX 550Ti. The problem started when I installed the latest nvidia drivers.

Try a rollback to an older driver then, perhaps.

Try the config.ini fix. Alternatively, enable v-sync or force it.

Didn't work for me. I have GeForce GTX 550Ti. The problem started when I installed the latest nvidia drivers.
I had to roll my Nivdia drivers back too, something wrong with those drivers. I was getting a solid 75fps in Skyrim after the drivers it plummeted to 5 fps. After a system restart it went up to 30, crazy because those drivers claimed a 20% performance increase.

I had this problem too, I fixed it by forcing v-sync with my video card's control panel.

I play on a laptop and this game runs way better than arcade edition. Since you are using a desktop computer(correct me if i'm wrong) you should be able to run this game way smoother than i do. Maybe it's a driver compatibility issue?
