You wont be able to trade them till a little while after the game has been released (Or thats how its been with other pre order hats).

Only reason why that i can see is so that if people refund the game in the pre order period, the hats will still be in their possession and wont need to be tracked down and/or trades reversed to get them back.

just like you can't trade an item imedialty after you buy it i think.
