I found a work around
Remove the spaces from the max payne 3/Max Payne 3(both folders) in steam folders so it looks like maxpanye3 and the inside one also should look like MaxPayne3 with no spaces.
inside right click MaxPayne3.exe and goto compatibilty and check disable visual themes and also check disable desktop composition, also check run as administrator.
Once done run MaxPayne3.exe from the folder and not from steam. Keep steam running but dont launch it from there.
The game should work perfectly now. It will load, there will be a rockstar social login screen, you can sign up if u dont have an account there and everything else should work fine.
Played two hours, undid and redid to make sure its working and to me its working fine.
