Came on here to see if anyone had the same problem I did, or even better, a fix for it.
I've been waiting to play this for a couple of weeks now. When I click play, half the screen blacks out as if to start and an error message displays over it saying, "Failed to create the D3D9 device! This can happen when the desktop is locked. Exiting..." And then I have to esc out, because it doesn't do that either. I've tried the universal hotfix for D3D9 on the steam FAQ (which involved typing -dxlevel80 and DLing the catalyst suite for my graphics card, all that did was make my text look screwed up so I rolled back), downloading DirectX11 (I'm on win7), and praying to Newell above (got a random hat drop in TF2 even though I was out of game for my troubles). But it just keeps displaying the same error consistently. So I've turned to the forums for help.
TL;DR D3D9 404 halp pl0x. Oh and when do the conundrum genuines become tradeable? They should've been sometime yesterday, still aren't. And sorry for that wall of text, thanks in advance for anyone who bothers to read it and has a possible solution. :D
