After reviewing the Counter-Strike Condition Zero Wiki page, I found that it states Specifically:
"It has been released via both retail stores and Steam. It is bundled with a copy of Counter-Strike regardless of how you purchase it."
If Condition Zero is included with Counter-Strike "regardless if how you purchase it" then why haven't I received a copy?
I do not know if this affects the offer, but I didn't actually "purchase" the Steam Edition of Counter-Strike. Instead, I used one of the original WON Half-Life CD-Keys to get the entire Half-Life Platinum Pack (Which BTW is not available to buy, only activate through WON CD-Keys from HL1, BS, and CS.)
Here's the link to the wiki page:

Apologies if this has been asked before, but I couldn't seem to find a thread that explained this.
