why the game doesnt have a desktop icon?

Right-click on the title on your Steam library list then select "Create Desktop Shortcut".

i get a generic icon, not a LOTRO icon, like a ring or something

You may indeed get a generic icon, but you can change the 'icon' image by finding the lotro logo through the relevant files:

Computer >> Program Files >> Steam >> steamapps >> common >> lord of the rings online. You should find an icon there. :-)
