Because avatar items cost money.

And I don't know if it's still the case, but avatar items were temporary back in the day, so you would pay money for something temporary that doesn't add anything to the game aside from making you look different.

They've always been permanent, except for the ones you got when making a new character after 2nd Impact.

They're also tradeable, and cheap
