Help me on how to make a cs source server

Hey me and my friends are expats that live in hong kong and we like to play surf raceway but there are no servers in asia for this or any surf maps. BEcause of this our pings are really high and we are often kicked for being over 250. So we are considering getting our own server or running our own server so we can play on low ping servers on the maps that we want. Could some one please tell me how to either make a server for free or where i can buy one cheaply and easily. Thanks in advance and sorry im completely new to this kinda thing. So sorry if its really obvious.

You might want to look into renting a server from a company. You could try leetservers.com

ye but i live in hong kong and that is U.S. based. Is there anyway way to host a server for free off my own machine. I have fast internet and 3.4 ghz procesor

Yes. It is very easy to set up your own CS:S server. Follow Lady Raquels excellent sticky and you will be up and running in no time.
