+5 people = 500+ ping

hi.
i posted earlier and can't find my post.
anyhow.
lately my server has been having major lag issues anytime more than 5 people log onto it. I have lately reinstalled the whole server and it still lag spikes when more than 5 people are on the server (without any admin mods added onto it to keep it clean). i changed the port to the unblocked port by rogers.

any suggestions?

A lack of upload speed can cause high pings and/or spikes when multiple people join the server.

but i have the opload speed.
we have been running a server for almost a year and this happened once before until we updated steam.
... since the ping spikes, etc... i have reinstalled all the files and come to the same conclusion.

-the line speed hasn't changed, and has actually gotten better.

any other suggestions?
