Simple question.

I got my server working now, thanks to my new belkin router. People can connect to my server, but when I try connecting to my own server from the server itself or from another computer on my network, my network crashes and reboots itself. Of course, I can connect to other servers, just not mine. Is this supposed to be the case?

Could you define "crash"? Your whole network crashes? That really isn't good. Maybe it's a bug with your router and maybe it's fixed in a firmware update. If I were you, I would check if there's a firmware update available for your router.

If not, I would consider contacting Belkin, explaining the problem and ask if you could exchange your router for either another a similar one (maybe it has a defect) or another model.

Sorry, my network does not crash, but my connection is timed out whenever I try to join the server. The server itself stays up and I can still use the internet, but I always lose connection to my server when I connect. Why is this?

What mod or game and what operating system? Also could be that you might have to make either the server on another port or the client... Also use a spyware checker and run a full virus scan of you're entire system... Never hurts.. Might also be a update problem with Steam who knows... Also make sure you're video drivers are up to date had that problem myself with bad drivers but every case is different... Also make sure all the case fans are working properly when the heatsync has a lot of dust on it can cause a lot of problems with anything...
