CS:S - Change Weapon Strengh

I was wondering if anyone could instruct me as to how to change the damage done by a particular weapon (i.e. grenade).

Then why have I found, playing in others' CS:S Gun Game servers that a nade landing at the feet of an opponent does 65-75 dmg while in our server, it does 30-35?

Cs/Css grenades are built by boyscouts, the nades are unreliable, clanky, and unpredictable. ;)
