server fps stuck on 85fps?

my server fps is stuck on 85 fps i tryd allot of stuff like fps max, windows media player, sys_tickrate but nothing works :(

AMD Athlon 64 4000+
1gig ram
winxp pro

I'd set it to 1000 on that CPU, although you won't see it go above ~500.

yup its about 512fps on sys_ticrate 1000
