Dumb admin question

I'm almost embarrassed to ask this question but I must. I run a stand alone HLDS for CS-CZ. Assuming, I am not running any mods how does one add an admin to access the rcon commands. Thanks.

Simple. Give them the rcon password.

Thanks. I just always assumed you listed Steam ID's somewhere same way you do with AMX MOD X under users.ini.
