I'm running a:

512mb ram
2.4GHz CPU
GeForce 7300 GS

I'm sad to say the source engine games dont run the greatest on these specs.

When Episode 2 comes out, will VALVe & Steam try and make games available for low-end user's too?

Meaning everything is on "low" settings wise.

I run a 2.0 amd64 with 1.5 g ram and 6600 gt, the bottleneck you're experiencing is ram. Beef it up.

There are many hidden settings available only through console.

For sound there is a command dsp_slow_cpu "0", will hurt sound quality to save cpu cycles.

Try typing in lod 99, it makes HL2 look like Quake, but it'll improve performance.

Also, there's little chance HL2:Ep2 is going to go very far for improvements to the low end except for optimization, I'd update that RAM as soon as possible.

I can run games on high on my laptop

2.0ghz Intel Pentium M (Dothen i think)

1gb Ram

128mb dedicated VRam ATI Mobility Radeon X300

RAM is your friend when running Source and as it's so cheap at the moment perhaps getting some more will ease your problems.
