Dedicated Server- help me add a map to the list!

ok the map name is harborview.bsp. ive added "harborview" to the maplist and mapcycle files. It still wont show up. i have the map in the cstrike/maps folder. what am i doing wrong here? I cant even find any of the other maps for any reason. where are they!?

connect to the server and open up console

log in via rcon and then type rcon maps * it should list the maps on the server see if it is in there.

how do i logon using rcon? I guess i should specify i am using the dedicated server tool you can download in steam instead of a 3rd party hosting my server, im not sure if that helps.
