New VTFEdit/VTFLib/PS VTF Plugin/PDN VTF Plugin

Hi everyone,

Just a friendly message to let everyone know that I've updated VTFEdit/VTFLib (http://nemesis.thewavelength.net/index.php?p=40), the Photoshop VTF Plugin (http://nemesis.thewavelength.net/index.php?p=39) and the Paint.Net VTF Plugin (http://nemesis.thewavelength.net/index.php?p=50) with support for v7.3 of the VTF format, which will appear in Team Fortress 2 and Half-Life 2: Episode 2. If you've been peaking around the Team Fortress 2 preload, you may have seen some of these new VTF files.

No plans for a GIMP plugin at the moment, but 7.4 support is coming soon.

Version 7.4 is actually bitwise identical to 7.3, so if you change the '4' in a hex editor to a '3' (third DWORD), VTFEdit should read it fine.
