I have heard that the servers that xbox users connect to are the same ones pc users connect to is this true?

Nope, that was a long time ago before public release and only at valve computer labs.

Current 360 version uses the 360 server & client metod as any other game. One person host the game on his/her 360 and other people join that game. Dedicated servers would be great but that is most likely not coming.
