The scroll speed can be adjusted by going to the Options menu (it's the button marked with a '?'). If it's too fast even on the lowest setting, you'll have to find a program for slowing down the game. I'm not of much help in that area though, I only know of Mo'Slo.

I have ATI Radeon. Turning vsync on for Direct3D solved the problem for me.

Where exactly did you turn vsync on?

I'm using Ati Tray Tools. Right click it's icon in tray > Direct3D > Wait for Veritical Sync > Always On. I'm sure you can do this via Ati Control Panel too.

If changing scroll speed to 1 from the ingame options menu still doesn't help. Go to your dosbox.conf file and edit the cycles value. Change it to "cycles=30000", that works best for my processor. (C2D E8400 @3.6Ghz)

Dosbox also allows you to change the speed via short cut buttons. Although, I don't really remember the key combo, right now. They are the function keys. F10/F11, maybe? Or maybe with a combination with the Shift key? Anyway the in's and out's of dosbox should be in a text file, located somewhere in the Dosbox, directory. That's where I originally learned about it.

It's in this directory and it's called dosbox.conf
\Steam\steamapps\common\xcom ufo defense
CTRL+F11 = Decreases cycles
CTRL+F12 = Increases cycles
You can edit the increments within the conf file.

Doubleclick on it. It's just an ordinary TXT file.

Don't set it to max. Experiment between 20000 - 30000. Also set blocksize=1024 (instead of 4096) if you get sound lag.
