After working on the Games for Windows Live forums for several days, the community over there finally found a fix who tried everything trying to fix the "LIVE services is unavailable, or there is a problem with your networking equipment" message. Check it out...

I had reset the Winsock settings (elevated cmd prompt and type: netsh winsock reset) before doing the TCP/IP stack but it had no effect on its own. Perhaps both are necessary.
I hope you have similar success darkjester.

Step by step instructions:
This works equally well in XP and Vista
1. Open an elevated command prompt (Start Orb > type cmd in the start search box and press ctrl+shift+enter)
2. Type 'netsh winsock reset'
3. Reboot your PC.
4. Open an elevated command prompt
5. Type 'netsh int ip reset resetlog.txt'
6. Reboot your PC.
7. Start the game, sign into Live.
I was having the same problem in Fallout 3 and this fixed it for me.

I wonder about people on here sometimes, maybe updating like you should would fix it, and not disabling superfetch to fix all the 'I have missing textures' threads would do wonders.
Then again in 5 hours this won't be a sticky anymore.

Then again Transmeta I've updated my GFWL with the newest release however.. still the same issue.

Game Crash while GFWL attempts to download profile at sign in.
When I try to log into my new profile(only profile I have) GFWL says "Downloading profile. This may take a few minutes. Please don't close the game." It crashes during the process.
Before this happened I had GFWL working with a "LIVE" account. But when I tried to access the multiplayer the cell phone read "Games for Windows - LIVE need to be connected in order to access multiplayer". So I made another account, linked it in Rockstar's Social Club and it now does this when I try to log into it.
-Reseting the IP/TCP didn't work. Running Vista 64 with quad core cpu 4 gigs of ram and 8800GT.
-I've updated GFWL through Rackstar's Social Club link. Single player works fine its just the integrated GFWL crap.
- Updated graphics card
- reinstalled(from steam)
- re downloaded adobe
- updated netframework 3.5 and sp1 3.5
But this problem just won't let up. It's just a generic APPCRASH.

I have this problem aswell. Dissabling my firewall (sunbelt) fixed it despite allowing the gta exe's through. Would this fix work?
I'll try tomorrow.

Hi,
after crawling the web for several days and having no success in connecting to GFWL, i found an easy but strange solution.
Try setting you IE from manual to automatic search for Network-Settings or automatic to manual.
I don´t know what IE has to do with GTA4, but this solved my problems and i´m now online.

For those who have tried everything and nothing worked, this worked for me.
Go to your router configuration and set your MTU size to 1500. This fixed it for me when all else failed.

Tried all these fixes along with the ports listed on gfwl forums
none seemed to help /the only fix for steam games are to buy something else that is tested better before sold to unsuspecting parents or gamers!! this is my 4th now of 20 or so that did not work without having a degree in NERD and weeks on tech support! So if you have lots of money to throw away and want to wait at thier convenience for support replies buy STEAM soon and lots!!!:mad::mad::mad:

This is a GFWL issue, not a Steam issue. If you want to be angry at someone, Microsoft is the more relevant target. You should be contacting their support department for this issue.

I can get connected - I see my profile, games, etc - but when I try to start a multiplayer game it says I am not connected. If I recheck, pressing HOME, I see that I am connected. I have two achievements somehow, but no others and I have completed the game.
Games for Windows Live has repeatedly responded to my support emails with copy/pasta.
Doesn't look like I will ever get to play a multiplayer game at this point - which was a HUGE part of the reason I bought it.
Sucks. Tried all of the fixes I have found and nothing has resolved it.
I feel bad for Steam. Seems to be a lot of anger pointed at them instead of Rockstar and GFW.

Whenever I try to login I get a message stating that GFW is not available in my region, how do I fix this? I am Australia and GFW is definitely available in our region.

This didn't fix my GFWL inssues, I run windows 7, can play the game fine, but when ever the game asks me to sign in and I press 'OK' it freezes then quits to desktop, doesn't even let me try and type in my accoumt, everything's completely updated. Any ideas anyone?

I don't know about you guys, but I don't see that the password gets typed when I type it. Do you? Is that how its supposed to be?
When I click on the password field, some stars/dots appear (the normal signs that cloaks the password in real time). I can't erase those dots, and when I start typing I can't see that any dots get added in the pw-field.
The error you get is mentioning wrong LIVE ID/password? That the error I get.

This fixed my "cant login to R*SC error" but not my GFWL account/login issues.
PC (A) works fine and well
NEW PC (B) doesnt connect to GFWL since the Live ID is not associated with a gamertag, but it is on PC (A).

Have you ever wondered why GFWL have so many issues, while Steam has almost zero issues? I mean, logging onto Steam has never, ever been a problem. But with GFWL you have to mess around everywhere with every setting there is in Windows, just to get it to login.
It really amazes me how much crap Microsoft is up to.

Im getting an error msg that simply states, "the game has encountered a fatal error and must close. Please restart the game or contact customer support." No error code, no nothing. Just that and an "ok" button in the corner. When the Social club log in pops up, I click on log in and it crashes to the same error msg. This is really frustrating. The most ive found is run it with windows 2000 compatability (no go) and try running it as admit (turned off. There is no running as admit) and neither work. Ive reinstalled it twice. Im totally frustrated. I WANT TO Play! Ive had the damn thing for almost a week now and no help from anyhwere. If ANYONE has any suggestions, please hit me up. I can send a dxdiag if that helps at all.

This fix didn't work for me, but I found something that did. I went into my router settings and disabled UPnP, now I can sign into GFWL with no problems.

I had login problems today, for no reason, it was working yesterday. My Win7 had a GFWL update available when I ran windows update, so I isntalled it, and now gfwl is logging in again. It was called GFWL Ver 3.2 in the update window, and now I have 2 separate GFWL items in add-remove progs, one is the Redistributable.

I keep getting a msg in the prompt window, to run as admin but i am admin on this pc...
I tried Incomitatum's way which kinda worked but when i typed reset it tells me there isnt anything to be reset

I wish I could figure this one out! I wouldn't mind trying online play with GTA4! It says it doesn't recognize my email address yet every single time I click "forgot password" and insert what address to send it too... Low and behold! it comes.... but the link lets me reset password then does the same thing over and over.

I did this fix which allowed me to log into GFWL. However my internet stutters when scrolling around web pages now and the steam app stutters the worse as I can barly scroll around the store. I'm assuming these issues are related since I havn't made any other changes. So I was wondering, is it possiable to undo the fix and return to the old settings?
I found my problem. My mouse was plugged into a faulty usb hub. I fixed the hub and everythings works great now. Thanks for the GFWL live fix.

I downloaded Games For Windows Live from the MS website and it logged me on with no problem. So I just installed GTA4 standalone and this too works fine online!
Are Steam/Rockstar actually addressing this problem?

I did everything that the threads told me to and after a number of restarts I'm still unable to get in.
Funny thing is I'm sure all of the commands are supposed to work 100% but when I try <netsh int ip reset> even with administrator priveliges and UAC disabled I get this.

Access is denied.
Reseting Interface, OK!
A reboot is required to complete this action.
I'm using Windows Vista and I've been working on this issue for a while now, when 'Last Stand' mode came out was when it started.

I have the ultimate fix for this. Take your Xbox360 and run it under the cold tap for a good couple of minutes. Saturate until thoroughly waterlogged. Bin it. Uninstall LIVE from your PC. Buy games that dont invite microsoft to monitor the stats on your internet use, viewing habits oh, and of course your games.
Works for me, has drastically reduced my frustration and I have been much less angry since ditching my xbox. Win! win!.......
PS- To be honest, I didnt run under the tap first. I should have as my wife started playing it for a while. She soon got bored and started playing on my PC. THis resulted in another expensive set of orders to the IT company and a new PC for the missus so she can game on it. If I had only run the bloody xbox under the tap in the first place she would never have got into gaming and never converted to the more expensive PC variant..... nuff said.

Hi ive seen all the other post's about the Window live login fault through Steam, but they just cover Vista and XP I have Windows 7 and have tried your ways but to no avail, does anyone else have this problem or can someone help me? Im running a quad8200 with 4gig of Crucial Ballistik Ram, the system is UNClocked and of course im running Windows 7. Hope someone can help Thanks alot

Tried it, and didn't change anything for me. I'll be posting in that thread to say it doesn't work for me also.
It should be noted that this reset will wipe any of the MTU changes that others have recommended as a method of solving this.

You can disable Windows Live though.
Just delete xlive.dll from the GTAIV directory.

go to create a new acct on windows live scroll down and click local profile you can save game and play but nothing online related

Solved my problem tonight - had been internet connect sharing with my 360 - turned off ICS in windows 7, started GTA4 - signed straight into GFWL.

This post needs to be changed to a petition to remove Games for Windows Live. It has never worked great for anyone I have known ever and no one will ever use it over Steam if they have ever used Steam. Rockstar needs to do what ever is needed to dump this ♥♥♥♥ and fully add Steam to support there multiplayer. Live has been the ♥♥♥♥ of the game world in my mind since they screwed over HALO 2 for the PC.

I am having similar problems with GFWL with this game.
I live in Australia and I can not even register this game to get a username/password since the store is not supported in my area.
Apparently Australia is not a big enough market for micro$oft. Which is funny since every other game company thinks it is.
+1 hater GFWL (DIAF GFWL)
The fix I am using is to have an offline LIVE account so I can play the single player content. But I really want access to the full game I paid good money for.

This is what i did to fix my GFWlive
1. Install Microsoft updates (especially Silverlight and .Net 3.5 or higher)
2. Go to control panel>folder options> show all hidden files and folders
3. Go to C:\Users\Profile Name (name of the current user)\AppData\Local\Microsoft
4. Find GFWLive folder and delete the folder
5. Open steam and then select GTA
6. Log into GFWL account and that should do the trick.
The folder has to be rebuilt. This happens under the windows live programs. You have to delete their folders. For example this is the fix that is used for windows live messenger.
Credit goes to my brother who spent 2 hours trying to figure out this problem and was able to fix this after I spent weeks trying to figure it out.

I doubt this is the perfect place to post this to, but I tried using the steam forum's search option, only to discover that it totally refuses to work. So I have no choice now, but to post this here, because I need help desperately and I'm out of ideas...I'm only going to quote my post from the xbox forum (at which I got no responses)
Also if someone has an account at the games for windows live forums that actually works, then I'd highly appreciate if he/she could forward this there...
"Oh god.....I've spent most of my day today with trying to get the games for windows client working, but that needs a hotfix installed first, but since I'm trying to run it on a hungarian XP I would either need a hungarian hotfix (which isn't available yet, although Hungary is supposed to be a supported country by GFWL), or I can also do a little registry "trick" that would make it look like I have the english language installed as default, and install the english hotfix....of course after countless hours of messing around with it, I failed miserably....so I gave up....I did google searches but I didn't get a proper answer, so I thought: okay, I'll have to contact the guys at the games for windows forums....but that's when the nightmare continued....I could not sign in to the forums, because it kept stating that my gamertag is invalid, I tried every possible password login combination (even with a different account I have), but still nothing....I can sign in to the xbox forums with both of my accounts but not to the games for windows forums. And that sign in button at the top even changes to sign out when I try....so it's like if I'm signed in, but no...I'm actually not. So I'm quite pissed at the moment....I'm really starting to regret buying the GTA4: Complete Edition....it was so pointless since the advantage of owning a game over downloading a pirated one is to be able to play it in multiplayer which I cannot although I've spent money on it. *sighs*
And I can't even get help to try and solve the issue.....great. I guess I'll have to wait. Maybe there eventually will be a hotfix supporting my country too. Or maybe I'll have to do a fresh reinstall with an english XP. Seriously the guys at microsoft should work on resolving these issues....it's pretty annoying, and it's definitely demotivating people from buying GFWL games.

I've tried both the isp fix in the initial post and the delete/remake file fix in post #76 by andrewoval. No joy. Also, I can't get on the independent copy of GFWL-marketplace on my machine either. I do confirm two accounts I created today on liveID, but they aren't coming through. Does steam issue refunds if a game doesn't function?
EDIT: Good news. I called Microsoft, since I couldn't log onto GFWL through the independent client, and we determined that it was a program called 'Safe Eyes' that I installed for my boys. This program is a web use monitoring/blocking tool. Although it has a disable function, it still blocked GFWL from accessing the internet. CHECK FOR PROGRAMS that may block your web access. If not a firewall, then AV programs, if not that, then any other web monitoring software. BTW, the tech support was great yesterday. I struggled for hours before calling because I feared the hours' wait and illiterate help support I've come to expect. Instead I had two rings and a real person. We worked together for over an hour testing this and that until we determined the source in consult with a tech. Get this-the support call went to the same country I'm in (that was most suprising). Kudos GFWL.

GFWL isn't accepting my email and/or password when I sign in within GTA4. However, I have logged onto the Marketplace on the desktop and it is all fine.
Is there a way to sign into GFWL before entering a game?
Does having a 360 connected to the wireless network affect this?
I know I can create a local profile to save games, but I would rather have it linked to my gamertag for online and achievements.

Ok, i looked for 4 hours and finally solved it.
After 50+ failed profile download/login tries by trying every google answer, i decided to change my router MTU from 1300 to 1400.
This did the trick for me, haven't gotten any problems since.
Hope it helps some people out there.

Nothing works for me. When I want to sign in, it starts downloading my profile and then it wants to update GFWL - Live, but the profile won't download.

Ok, so I can't even save my progress without having this Games for Windows Live crap active. The added bonus is it doesn't work. I'm glad I didn't pay full price for this crap.
Seriously, people are meant to be able to do things like reset TCP/IP and winsock on their machine, open up ports on their router and firewalls JUST TO SAVE THEIR GAME PROGRESS.
I hhope Rockstar got a butt-load of cash from Microsoft for this, because this crap is beyond a joke.

Just thought I would add my bit. I browsed for days looking for a GFWL fix till I came on this forum, and all I did was dissable uPNP in my router settings and it logged in no probs. Think I read it in a previous post so thank you whoever you are. :)
P.S. I use TP link router

The irony here is Rock* gave Microsoft a shed loads of cash so they could use the authentication service in GFWL
I seriously wish console gamers had to put up with the kind of bulls-hit PC gamers put up with! And that's despite the fact that console games are pie-rated just as easily as PC games nowadays.

Hey fellow steamers!
I actually managed to download my existing gamertag/GFWL details for Fallout 3 and GTA4 today for the first time whilst signing in.
Up until then, I'd checked the posts and followed any hints/tips I saw but still no joy. I couldn't even connect to GFWL before that.
I googled as you do and found the port listings for GFWL here:
http://support.microsoft.com/kb/937424
I added the ports to my firewall and was able to sign into GFWL with both games using my existing details.
I also downloaded and installed the GFWL program and signed in just before I started the games but I'm not really sure if that makes a difference? It could just have been the ports.
Anyways, hope this might help you guys.

At first I was like meh, I highly doubt my problem is something that can be fixed that easily.. "I've been trying forever, messing around in pcs settings, Antivirus settings, and router. There's no way it'd have been that easy!"

@ShaggyDK, I just added the ports listed on http://support.microsoft.com/kb/937424 to my firewall so I could connect to GFWL from my pc.
Simple as that really. GFWL must only use these ports so if they're enabled on your firewall there should be no probs connecting from the game.
Have a bash and see what you think :)

now you have to read to the second page. it kind of funny the support people stopped posting and the non support people figured it out.The posting is a bit old but it worked for me. it seems M$ uses the same DLL to mesh its live programs and they don't play well together. Basically 1.uninstall all windows live essentials 2011 programs, 2.cclean, 3.reinstall one of the live essentials,4.restart,5.install GFWL,6.restart, should be good to go unless you dont have your flash and net4 files in order then you need to get those. this took me since sunday to figure out how to play this as i have never had to deal with GFWL. :(

Stupid GFWL tells me I'm not in an area where Windows Live is accessible. yeah yeah, it works with every other games. I spend hours trying to play, still the same ♥♥♥♥.

Found a solution that worked for me, just disable your internet connection before you start up the game, which forces it to offline mode, and you somehow still get achievements, no worries.

I use a fixed ip on my network, and have never had a problem connecting to GFWL. Well, except when I've forgotten to reduce the upload speed on my BT client.
Why not give it a try. You need to set the ip both on the computer and on the router, assuming you have one. I won't tell you how, as this depends on the OS you're using and on the make of router. Even the names for these varies.

I'm about to make a bomb and throw it in rockstar studios....
here's the thing:
my retail version of gtaIV is so old (like version 0.0001) when i apply the patch to 7.0 , notthing works anymore... so i got tired of it and bought it again on steam, only to get this:
login to rgsc trouble (got by with loging from max payne 3 (sux btw, online fo sho)... so then i finally get to play the game and i need to log in to windows live, i do that, which takes me to the next problem:
GFWL needs an update! , so i go ahead and do that, get a message to save and exit ( haven't saved anything cuz i haven't even started yet!) but sure, the progress of seeing fcking rockstarlogos twice is called progress for rockstar 'ç!§èé"àèç§(...
so i get out of the game, i see a windows installer box for 2 seconds but notthing installs and it exits....
i think, ok it's installed ,lets do this again, but now GTAIV WONT FCKING START!!!!
so i try to update the thing manually but then it says it needs some kind of support unit (it's in dutch) for help with loging in with windows live ID, so i do that, and when i try updating again it asks me to update the ♥♥♥♥ing thing again! and again! and again! and ,yes! again!!!!!
so i deinstall GFFCKN W livee and goto the gta folder in steamapps to install the version that comes with steam. (deinstall that loopy version, only to get in the SAME WAAAAAAAAAAAAAAAAAAAAAAAAAA
friggn loop all over again.
I NEED HELP , and none of the 7 pages above helps....

Solution from 1st post didn't worked for me. GFWL jsut pops out with an error after few seconds of downloading my profile (just after I enter the key) and it cannot connect. I've downloaded new client, checked for the viruses and disabled my firewall already and it's still the same. Srsly, wtf? I used to have pirated copy of this game and it caused no problems at all. Nice encourgement to buy games...

this solution didn't help me, however I found it myself. What I did:
1. installed Games for Windows Marketplace
2. Added GTA to my library
3. Got activation key from there (it's differs from original one)
4. Entered the activation key in the Windows Live inside the game.

This worked for me but I also Created a new windows user account on my windows 7 machine, after that I did above said steps and then it worked. Later I used my main windows 7 user account and it has been working fine.
