Can someone try the following for me? Add someone to your friends list, remove them, then try adding again. When I do this I get "**** is ignoring you".
A couple of days ago I tried adding a few people to my list, but they never received invites, so I deleted them and tried again. I think this was down to IE8, same as this problem
http://forums.steampowered.com/forums/showthread.php?t=793879
Tried installing Steam on another computer and the friends add works again, but now I'm stuck with that ignore message for the people I've invited and deleted. Wondering if theres something wrong with my account. They are able to send an invite to me however and I can then accept
How about including informations mentioned in the sticky (http://forums.steampowered.com/forums/showthread.php?t=627897)?

Did you try the action once? More than once?
With all the people above. I was able to add 76561197994429491 by getting him to invite me instead
At what time of day (and in what time zone) did you try the action, on what date? With this information, we might be able to pull through the logs to see if something in particular went wrong.

Steam should really make it that removing someone from invites doesn't automatically make the person, who you removed, ignore you.
I had this prob, the only way was my friend to buy a game for steam so he could add me.
as he only had a free game on his steam he was restricted to adding me.
but yes it is a prob within steam you add a friend he did not receive it,you del him try again and it comes up with he`s ignoring you.

We probably wont' change this, as it stops spam. If someone invites you and you decline, they can't invite you again for a certain period of time. You wanted that; you indicated so by declining them.

Can't you prevent spam by copying Twitters method of limiting friend requests to whatever-number-per-day?
It seems you are punishing genuine mistakes by restricting people from re-adding accidentally removed friends.

LOL! It's not a punishment; it's a feature that is directly invoked by the user's conscious and deliberate action. A limit of invites per day doesn't address the individual spam problem at all.
If A invites B, and B "accidentally" declines them, then A can contact B and remind them that they should have accepted. A can either invite B again after the timeout, or B can add A as a friend themselves.

Sorry Mike! I think it was the system message he received that made me think it was a punishment, after-all no one likes being "ignored" LOL

It's the invited user that's ignoring him, not Steam.

How long generally does a timeout last?

There's no fixed time. Usually not more than a week, though.

I am getting the exact same problems, I just noticed this a few days ago. When I noticed one of my friends on my boyfriends account, I tried adding him, it went under Invitations, I kept noticing that it would never say when he is online or not, even though he was on... So I took him off, tried adding him again, and it told me the user was ignoring me. I tried a few hours later and it said "unable to find member", and now it's back to "[unknown] is ignoring you". I'm also getting the problem with one other friend where it is saying that they're not able to find him, even though he's on someone elses friends list. I've never had this problem before up until a few days ago, and in the process I've been able to add members from my clan with no problem, yet I cannot add my other friends.

just though i would bump this thread even no it is old to tell you guys how to fix this, if you block all communication with the person you tried adding then unblock them you can then readd them without being ignored... happy days :D
