How do I go about limiting a map to a single class, such as in Dodgeball maps?

Are you trying to make it so you have to choose a single player skin? or make it so they have to join 'T' only?

That's really the only way?
Wouldn't it be possible to make a trigger around the spawn that keeps bouncing you back to the Class Selection menu until you choose the desired class?

Trigger brush surrounding spawn that calls for point_clientcommand to Join_Class Spy upon Start Touch.
Exactly like I thought.
