I built my PC around July 29th, and I've been wonder is my system overheating?

Radeon HD 4890 (x1) 61 C 149F
HDD Hard Drive:
30C / 86 F
Note: These are NOT AT LOAD/Gaming. These are somewhat idol, light browsing, I have

48C is pretty high for idle temps.
What's your heatsink?

Won't tell us a thing. You need to post load temps. Idle is completely insignificant unless it's burning up at idle and then there would be unspeakable things going on in there.
Post what you HSF is and what fan you have on it. I'm assuming air here since the idle temp looks a bit high. Also what CPU are you running? We need the brand and model number.

Amd Phenom II X4 940 NOT BLACK EDITION!
Stock heatsink...
Phenom II 940 (http://www.newegg.com/Product/Product.aspx?Item=N82E16819103471&cm_re=Amd_Phenom_II_X4_940-_-19-103-471-_-Product)
Please wait, I want to game for about 30 mins, then post temps. I will edit post.

Download RealTemp and let it run in the background. Gaming won't load it very much. Load with a CPU benchmark of some kind. Chess benchmarks load them 100%.
Something tells me this thing has a warped IHS, but we'll see. Stock cooling isn;t the greatest, but I don;t think that thing should be running that hot.
Aw, are you OC'ing at all?

no.
Where can I get a benchmark? or what is the name of one

The surface of the heatsink is not flat therefore little is touching the CPU.
Download Prime 95 or Orthos.

Some if not alot of HD 4890s idle at 60-63C so everything looks fine as far as the card.

Wow! your card must get pretty toasty when gaming if it IDLEs at 60? You should increase your fans peed on CCC, I have my 4890 XOC's 930/1060 at 50% fan speed and they IDLE at GPU1 40C - GPU2 38C. What is your GPU temps when gaming?

65C while gaming.. doesn't increase much, (BF2, Hl2:DM, CS:S, L4D, nothing really stressful lol)

IHS stands for - Integral Heat Spreader. It's the shiny part on top of your CPU that sets on top of the core of your CPU and distributes heat and spreads it out to be carried off by the Heat Sink and Fan. If this is not flat it will not have a good thermal interface and will not transfer heat as efficiently as it should. Most CPU's are not completely flat, but are good enough. Some however, have very warped surfaces and in turn have a very poor interface with the HSF (Heat Sink Fan). Some are so bad, they need to be RMA'd.
Sometimes, it is just getting a bad mount. Meaning the HSF was not carefully mounted, and the user did not get a good TIM (Thermal Interface Material) joint. Download one of the programs that GreenMachine suggested.
I'd also download RealTemp. When running these, do NOT leave the computer, leave the Temp Monitoring running where you can see it, and monitor it. Do not let these programs run until you have monitored those Core Temps for at least 20 minutes, and you are absolutely certain they are stable. I cannot emphasize this enough. These programs put the heat of hell on a CPU and if your cooling is not up to par (which is what we suspect here) you would not be around, while your CPU was overheating.
65C while gaming is pretty hot. Games really don't load these CPU's all that much. You really need a benchmark to see what's going on because games are too variable, and Benchmarks are standard, and what we use as a baseline. If it will pass the test in a benchmark, then it will will run anything without issue.
Again, make sure Real Temp is running, monitor it, and do not walk away from that system while it is running. Run it for 20 minutes, and watch the temps carefully. If the temps get out of hand at any point, close the program right then, there is no sense in putting continuous heat on it if you already know you have a cooling issue.

Is it worth risking?

Think he meant for the GPU with that temp.
My HD 4890 does that too, idles near 60 and games near 65. It's made by HIS, incase we have the same card.

Yeah they are saying it runs hot in the reviews. Same as my card, if your warranty/return has expired, you can crank up the fan a bit.

Ahhh, OK. Sorry about that. :) Thx for straightening out that confusion.
