Can't buy'it F2-PO + DLC over Steam in Poland, Czech Republic and i think in many other caounty's too.

I'm not sure but if anything it would have to do with bad transactions, you know.. stolen or illigal credit cards, not you of course..:)

its their fault. they lost a lot of money by prohibiting the game in the EU
