NPC won’t respond. Game bug? Thanks for your help

The mission reads as follows:

“Go to the Polytechnic and intimidate Seth Uniya into sending the new coordinates. Then kill him”.

This pertains to Xian wanting the pilots to air drop where he wants. Problem is – when I show up, Uniya is standing unresponsive and just stares straight ahead. I’ve reloaded the game several times trying all sorts of things like killing all the guards to the opposite: total stealth (day or night). Results are the same: Uniya just stands there unresponsive. I can shoot him prematurely but that would hamper the mission (to “intimidate him to sending the new coordinates” – before terminating him).

In the past, when “intimidating the DJ”, when I got close to him, I had the “hand” icon that would cause me to raise machete to his throat or gun to his head and proceed. In this case nothing happens – he just stands there.

I searched this forum and couldn’t find any hits for Uniya. I tried the WIKI and couldn’t find any section on game “bugs”. I did get a hit from one of the other game forums that had the same problem. The player there said he reloaded & played and after the 5th time it worked. I’ve done that about 10 times. Some of the YouTube videos show Uniya sitting at his desk upon arrival. In my case, he’s always standing.

It may or may not be related but there was one mission where I need ed to talk to someone in a bar about some tapes and another person about missions or weapons. I can't remember now, but no one was inside the weapons seller building or the bar. It wouldn't do anything until I went to the other third building and did something in there. After that there was someone in the weapons building and people in the bar. This may be a similar situation. There maybe something else you need to do before they can "see" you.

Ugh. I've got pretty much the same problem. My one is actually to do with the DJ. I need to get him to read the message my buddy has given me. I go into his hut and he gets up and asks who I am and then says it won't make any difference because of the censor (who I've naturally already killed) and then I get the hand prompt on his body and when I press it nothing happens - he just stands there nodding vaguely and I can't even quit out to the menu. I didn't need to pick something up from my buddy like a piece of paper with a message on it did I? Don't remember being offered anything. Any ideas? I can also destroy the generator I guess but that would kind of suck rather than getting the buddy stuff.
