Making a Steam Skin, need help!

Well, I've been working on a Steam skin based on Gmod and it's been going good, but I don't know how to make the black/gray parts be blue. Example:

NOTE; The icons in that picture will be made better later, they're just placeholders.

Anyway, if you know how to make that blue, PLEASE help!

Bump? Seriously, I know someone must know how. I also want to change text colors in chats (in-game to orange and leave normal blue) so if anyone knows how to do that, too, I would appreciate the help.
