Ok - I get how to put -dev in my steam properties and hit F6 and F7 to get the console to show in the steam panel, as pictured here:

Never mind - I just edited the overlaydesktop.layout in notepad++ and edited it just like it is in the 2nd picture above, and it shows in the in-game browser as
Best Button Ever ! on the upper right. Works
- I can now that button and it opens the in-game browser to my BO web-based rcon page.
