Eidos Interactive have publishing rights to the first IGI game, and Codemasters have publishing rights for the second.

Try bringing up the subject on their official forums (forums.eidosgames.com and community.codemasters.com respectively).

If you can provide evidence of a high demand for the games, then Eidos and Codemasters might decide that a Steam re-release is worth their time and effort.
