Lacking knowledge on how to use OR operands in the requirement statements, I tried simply removing these predicates from the "Commit to Renewables" requirements:

This seems to work fine, at least during a quick play to 2160. The card does not disappear and the renewables that aren't maxed out continue to grow, as they should.

There also seem to be other checks in place to ensure that each specific energy source cannot reach > 1 - there's a "card" that says something like "<Renewable> has reached max potential", which turns off the growth of that particular renewable when it has reached full potential, if I understand the logic correctly.

Observe that this does not bring the card back if you load a savegame where it has already disappeared. So it's re-play for me - which is OK I guess, since I had way too much CO2 in the atmosphere anyway...
