Found how to enable console and how to change FOV:

edit this file:
C:\Program Files (x86)\Steam\steamapps\common\rage\base\default.cfg

after unbindall add:
com_allowConsole 1

In game this enables console with use of ` key.

In-game you can edit various FOVs. With the console open type 'find fov' and hit enter. You can see all the different FOV settings.

Edit:
To set the FOV in the console:

1. cvaradd g_fov 10
2. Where 10 is the amount added to 80 of the FOV

Edit edit:
I can confirm using console doesn't disable Steam achievements. I used console and then got an achievement shortly afterward.
