Played a bit on OnLive, seems like a game I should get. What are the differences between the versions and what would you recommend?

I believe PC includes the DLC for free, but I would have to pay for them on console. So would PC be the best?

(My PC is XP SP3, Intel Core 2 Quad CPU Q6600 @ 2.40 GHz, 4GB RAM (well, 3.25GB), NVIDIA GeForce 8800 GT)

P.S. Does the PC version have draconian DRM of some kind, or is it safe to get pre-owned?
