I think he meant that the steam stats shows people who are currently running the game over steam, when your Friends shows that you are "In-Game" at the top.

If you assume that their stats are not inaccurate, it can be explained easily: if you look at the game monitor 1.6 stats you can see plenty of chinese and other asian and eastern europen servers with full of players, those are all cracked, they don't run steam, so they won't show up here. As for why it shows more source players than on game-m, probably because many people are playing single player with bots.
