Concerning release date

I know this has been asked twice but the thread did not lead to anything.
Seeing as Metro is already out in some countries (mine aswell, Austria), how come Steam Release is on the 19th? Official release says it's coming out on the 15th (or 16th, not quite sure). Does anyone know something about that?

I *believe* it is 16th for North America (and some others?) and the 19th for the UK.

I would partly imagine this is why Steam have removed the ability to purchase in the UK. Maybe they are only allowed to accept preorders and preload a certain time before the release?

I understand it is still available as a preorder/preload for North America.
