css loading error

i click css and it says preparing to launch, after that an error comes up saying

MountAppFilesystem()failed: SteamMountAppFilesystem(240,0,0x679fd54)failed with error 1: Steam is busy, please try again later.

My system:
windows xp pro 32 bit
gigabyte P35-SG3
intel pentium E2180 @ 2.00 GHZ
4 gig ram @ 800MHz
Nvidia Geforce 8800GT OC edition

Did you try to verify game cache?

yeah and ran defrag and re installed
