Question A surfeit of peace?

If you go too long without a war, does the game just have somebody pick a fight? I just started a Grand Campaign as the Dutch, and in winter of 1705, having spent ten turns or so securing my trade routes and exterminating the pirates, Westphalia suddenly and for no immediately apparent reason declared war on me. Giant Space Flea From Nowhere, anyone?

Lol well when i play as spain, on veryhard mind you,
The only wars that come along are usually started by france cause their my only ally. But if you exclude that. wars will always start, be that over territory,trade routes, who your friends are, historical grievences, relationships. the list goes on.....

Peace is merely the absence of war.
