Steam won't update

For the past I've not been able to load steam. Every time I try, it says it's updating, gets to 26% then restarts the update process. It tries 3-4 times but only gets to 26% each time and eventually gives up and says "Steam is temporarily unavailable, try again later."

I've tried reinstalling Steam but the same problem happens. Any ideas? Thanks!

EDIT: I've tried to search but the search function doesn't seem to be working for me :s

This has occurred before for me.
How to fix the problem?
Very simple;
Login with a different account (haven't got one; make a new one.) Then log out with that one, go onto your main it should work. Anyway, worked for me.

This happens to me too.

I've fixit rebooting on safe mode with network. Login as administrator and rerun again steam. Update pass 26%, working for while and voila! steam starts again.

Reboot normally.
