How to fix steam_api.dll file missing error ?

I HAVE BOUGHT ORIGINAL GAME DVD.

AFTER INSTALLNG THE GAME WHEN I CLICK ON NAPOLEON.EXE A MASSAGE POPED UP THAT STEAM_API.DLL FILE IS MISSING.

WHEN I DOWNLOADED THE FILE FROM NET & TRY TO START THE GAME A NEW ERROR MASSAGE POP UP "THE PROCEDURE ENTRY POINT STEAMUSERSTATS COULD NOT BE LOCATED IN THE DYNAMIC LINK LIBRARY STEAM_API.DLL."PLZ ADVISE ME HOW TO REMOVE THE ERROR THE START THE GAME------------------

first try to verify game files, then:
* Extract the .dll-file to a location on your computer. We recommend you to unzip the file to the directory of the program that is requesting the file. I also have this error. I've reinstalled Steam, I've placed the dll file in the program's director, System32 and SysWOW64m I've reinstalled MS Visual C++ and nothing works. When I run the command line, I get the message that the dll isn't compatible with Win 7 64 bit.
