Any way to enable Vsync?

Is there any way to enable Vsync or otherwise limit the framerate? I have ATI cards, but forcing Vsync in the Catalyst Control Center doesn't seem to work...

3D Overrider is program which can force vsync to any game and can be used with ati cards. 3D overrider comes with program called Rivatuner. Forcing vsync haven't ever been working with ati cards for me and i don't even know if its possible with Vista/7
