I've heard there is DLC for this game, dresses and weapons. Is it available through Steam?

Yes, refer to the Ultimate Tweak Guide and look under "GIsSpecialPCEdition"

LoL, I just started this game again after a few months

and my DLC was set back to FALSE
was there an update or something
