Steam Guard

I cannot enable steam guard. Please if someone can help me I will be very thankful. I have contacted steam support and they did respond back and the information they gave me did not resolve my problem! This is my final attempt to troubleshoot this issue.

Could you give some more information? Where in the process (after which step) does it go wrong?

Weird... I have absolutely no clue. The only thing I can think of is that there was either a temporary downtime of the Steam servers (have you tried again?), or a problem with either your internet connection or your firewall settings. Your internet connection appears to be fine, given that you were posting on the forum, so that can't be it...

Check to see if any firewalls are blocking Steam, then try again. If that doesn't fix it then you can try reinstalling steam (move your steamapps folder first!)

tried everything even formatting my pc and using a different hard drive as well as disabling firewall but no luck. Been having this problem since mid 2011 and have not been able to solve it with firewall installed and with out.

That suggests its something on steams end. Send a reply to steam support telling them you did what they suggested, they'll hopefully come back with more suggestions.

there are no other options I guess. I will tell them about my problem. Its just I figured someone over here at the forums could have found a fix or even the cause of the problem.
