Cheater in Team Fortress 2 on server with VAC

Gotheem [nickname on game "I have a fear of being analrape"] is using Speedhack in tf2, VAC not detected this.

VAC bans are delayed he'll be banned in a couple of weeks this way VAC makes people think the hack is undetected trust me i know i hacked to and got VAC banned, just give it some time until now the only option is to report him, block him and wait and watch his steam account he'll get banned

Why would it matter if he gets vac banned? The cheater could create a new account and cheat for another 2 weeks before getting banned and repeat this cycle until he gets bored.

basicly almost all tf2 hacks are detected by now so the only option he has is to pay 30$ per month for a hack or make one of his own but most cheaters stop after a first time atleast i think so i stopped after me first time

I don't think it matters if the hack is detected, tf2 is f2p.
A banned cheater could create another account in less than a minute and continue cheating in tf2, without any expenses for the cheater.
