What's a Tech Portal?

I noticed it in the Invulnerable Empire technology. But I don't fully understand what a "Tech Portal" is.

Anyone know?

"Tech Portal" is officially defined as "a thing that the developers are still ironing out that is the basis of the 'Wonder' victory."

I wish it was more elegant than that, but hey...

Basically, if you can build these is 5 different systems you win the "Wonder" victory. This is probably going to be tweaked for the beta to include resource requirements, longer build time, etc. because at the moment it is too easy.
