How to get a cheater vac-banned?

I´m posting this here because I couldn´t really find any other place that was fitting. If there is don´t hesitate to tell me.

My issue is the following:
A player that´s been playing on the same server as me is a pretty obvious cheater.

Anyone that´s spectating him will know immediatly that he´s using wallhacks.

I even have 2 demos which should be sufficient enough to get him banned by any sane human being seeing them,but that just on a side note in case someone will ever demand proof from me.

Also on a side note,the game is TF2.

Anyways,as you all may or may not know there´s pretty much only 3 ways to deal with cheaters:

1.: Votekick/Voteban them from the server. This feature is disabled on the server I´m playing on.

2: Contact the Admin. This didn´t prove helpful to me at all so far since the admin seems to blatantly ignore all proof that I give to him.

3.: Report him via steam community as a suspected cheater.

Now option number 3 didn´t help me at all. And it´s not like I reported him yesterday or so.

It was 9 months ago. NINE MONTHS. November of 2011 to be exact.
Since then I´ve been reporting him 3-4 times (with delays of a few months or so inbetween),one time I even included the link to a demo.

Now what I´m asking is if there´s any other way of reporting him since the steam version has utterly disappointed me.
I feel like it´s just there to make the users feel like there´s going to be effort put into tracking cheaters,which ,at least the way I´ve been experiencing it, clearly doesn´t seem to be the case.

As a gamer you´re relying on the build in anti-cheat functions of steam but when they fail you´re left defenseless.
You can´t do anything against these people but hope that they leave your server as soon as possible.

All I want to do is to play a game in peace without some a**hat cheater ruining it for me. Is that too much?

So if there´s any chance,even the slightest one,to somehow bring online-justice to this guy,please let me know.

Do not play on this server. The server may be not pure (sv_pure "0"), thus you can easily change material textures to be transparent. That's not a cheating, just a texture changing.
Also the server might be running some 3rd party specific cheat-plugins which allows players with admin rigths to use some funny stuff like noclip, god mode, wallhack etc. Nothing can be done here.
Just play on a different servers with sv_pure "1" or "2" (you can check it in console after connecting) and with active admins.

The thing is the server is the only one with my favorite map and it´s actually pretty fine apart from that guy cheating around there.

And it´s not some plugins,he just blatantly wallhacks.

I can also confirm that he has no admin rights whatsoever.

In the demos you can see him following enemies through the wall and stuff like that, I couldn´t make cheating more obvious if I wanted to.

It can still be a material hack, allowed by not playing in a sv_pure server, as Smile286 said.

Have you even tried to reach some of that server's admins to ban him?

So one of two things here. They looked at it and decided the guy is not cheating. Or the guy is one of their friends and will not do anything about it. Like the guy posted above ,go play in a different server. Your only making it hard on your self . Not like there are only 1 server to play in.

Wouldn't he get banned automatically (flagged) by VAC?? if he's cheating that is.

Lots of cheats out there that get by VAC. Like someone posted above it could be a simple material hack that makes the wall see through . VAC can and will never catch that. A good reason to play on sv_pure 2 servers or a server with good admins.

I think MANY cheaters are getting passed the VAC system in cheating on tf2. I've looked up profiles just to find that they are blank with this message

"This user has not yet set up their Steam Community profile.
If you know them encourage him/her to set up their profile and join in on the gaming!"

And this guy was wall hacking obviously and in his TF2 profile he had Unusual Haunted Metal Scrap. So he's been playing for awhile now... I doubt the VAC delay is that long...

Vac (if I'm right) is like your anti virus it picks up on KNOWN cheats. If it doesn't know about it then it'll infect your machine and you're screwed or the other way cheaters can keep on playing.

It just sounds stupid to me to leave my favorite server just because 1 guy hacks on there when it can be so much more simple to just ban him.

Also,would you mind telling me how to look up what sv_pure status a server is on? Would really help.

Coming back on topic:

VAC is not the main issue here. It´s not THAT bad of an anti-cheat program,I mean it gets a lot of people banned right?

The problem is the reporting function.

Like I mentioned above the only way left for me was to report him on steam community and I haven´t gotten a response yet.

Over 9 months have passed and still no actions taken and no notification given to me that my report was even processed.
Even EA has faster customer support.Freaking EA. Now that´s just embarassing.

This leads me to the conclusion that the steam report function is just plain useless.
It might aswell not be there,so the users will at least know that you ,excuse my mode of expression, not give a ♥♥♥♥ about tracking cheaters and making the game enjoyable as long as people give you their money.
Or at least so it seems.

You won't get a response. They don't ban people based on demos or screenshots, they ban based on detected cheats. If they don't detect a cheat, they aren't going to ban them.

If you've looked at this for NINE MONTHS... either he isn't cheating, or he is and its a very private cheat that no-one knows about. If he is cheating and it's obvious to everyone, either he would of been banned or the server would of had a really bad reputation and no-one would go there.

Wallhacks that modify the material files, are NOT detected by VAC. SV_Pure was made to prevent those kinds of hacks.

If your so hung up on this one server then dont play while he is playing or join the same team he is on. Valve dont give a rats behind about how you feel they should run their show.You act like they should jump when ever you say "jump". Forget it. Its just one player out of millions. So move to a diffrent server or let it go.

Like I said before:

I´m pretty sure i´m not the only person on this planet that used the steam report function and was disappointed.

It´s not just about this one guy,it´s cheaters in general and how a normal person isn´t even able to get them banned.
It´s about steams mentality.

If,and I quote:

then why is it there to begin with? Tracking and statistics? What good is that gonna do?

-"No man,but it´s nice to know how many people can supposedly trick the system,get away with it and make us look like idiots."

And nobody even thinks about what´s supposed to happen when VAC fails.

I´m not asking them to jump,I´m asking them to do their job.
How egoistic of me.
I even want to help them.
I´m going through the effort of making and sending demos,reporting people and even creating this thread just to MAYBE get their attention.

But all this effort just goes down the drain.

Even if I somehow managed to get this guy to admit that he´s cheating,who am I going to contact to make the ban go through?

Is this a VAC-secured server? As long as the cheater plays on a non-VAC secured server there's no way he's ever going to get banned.
