Cant open Steam

The last few days I have been unable to open Steam program at all.
When i click to open it comes up with an Updating Platform box, it then gets to 99% and stops and after a minute is comes up with the error message "Error- Unable to open Graphics/Loop_3.tga for writing"
Then it just closes and wont open

I have tried Removing and re-installing, Mainentance but nothing fixes it
I've been waiting nearly a week to hear back from support and still nothing
Does anyone know how to fix it?

This error would usually indicate a file system permissions issue, out of disk space issue, or possibly having steam installed to a really long path or path with Unicode characters in it that some code may not understand.

When I start up steam it just hangs on the "Connecting Steam Account:_____" And doesn't go anywhere. I kill the program, try a restart and same thing.

But nothing was changed?? I played it in the evening, got up in the morning and it came up with this problem when i tried to open it. It has always updated correctly previously

Fixed....

An update for you guys....

Support finally messaged back... I was asked to delete all the documents etc except for the main program and Games file. But i had an issue deleting 2 items in the Graphics Folder, it kept coming up with an error and would not them be moved or deleted. So i restarted and when starting up it came up with a File checking thing (Which as never happened) and came up with "deleting Graphics/loop_3.tga" and also "Deleting graphics/loop_4.tga".

Once started up again I was able to delete the remaining 2 items in the graphics folder and Steam started up again and downloaded all the files again.

So looks like it was someting along the line of 2 corrupt graphics files after the last update...
