Can i use the save files from one computer to another?
Ive been playing Borderlands on my friends computer for a while, and now im lvl 20, im thinking about getting the game, but im not sure, if bring the save files from my friends computer to my computer with a flash drive, can i then continue on lvl 20, or do i need to make a whole new character?

You will be able to continue your character. The files you need are located in
C:\Users\UserName\Documents\My Games\Borderlands\SaveData |

My friend reinstalled windows, and forgot to backup his My Documents sub folders with game info. Is there any way to transfer my character to him, and just rename certain files?

You don't need to rename anything. Just transfer the save-file. Than he can change his characters name while in-game. If you want to change character from ie. Lilith to Mord or whatever, you can do it easy in Borderlands Save Editor.
