console and framerate

I want to bring up the developer console with the key thats above the TAB key but it doesnt seem to work. I went to the options under keyboard and changed it to the letter "b" (just a random key) and when I hit it it doesnt come up. Any ideas?

Also could you please tell me how to show the current frame rate, my frame rate is really good on hackintosh but Im just curious to what framerate is currently running at.
