Blur Releasing at 7:30 CST?

I just looked at the Steam page for Blur, and it says:

Available: May 25th, 2010
This game will unlock in approximately 23 hours

It's currently 8:26 CST. Does this mean that the game is going to unlock at 7:30 CST on May 25th? That seems awfully late, especially if we can't preload it beforehand (not that I expect Steam to do that, seeing as Blur hasn't even gotten on the Top Seller list on the Steam Store).
