Commander Keen 1, 2, 3, 4, 5, 6 and Keen Dreams please! I suspect some lawyer somewhere of causing this problem of not being able to have a complete set available through Steam.

Yes, it is indeed legal stuff that is keeping these games from being sold. While all the other Keen games were self-published by id as shareware, Keen Dreams and Keen 6 were published commercially by other publishers. For example, Keen 6 was published by FormGen, who were later purchased by GT Interactive, which was bought by Infogrames, who are now known as Atari. So I imagine the rights are tied up somewhere with Atari and it's probably not worth it to id to re-acquire the rights. A shame, really.
